Representative Porter moved an amendment to Amendment No. 1 and withdrew the motion in lieu of offering Amendment No. 2. There being no objection, it was so ordered. Representative Davies moved and asked unanimous consent to withdraw Amendment No. 1. There being no objection, it was so ordered.
